i have recently built a comp powered by an amd quad core and want to know what sort of graphics card i can get for under $200 can anybody help?

get an Nvidia. They are simply better, both in the hardware and the drivers. Look Here for example. there are some cheaper nvidia cards on that site too.

In reply to the last post, there is a difference between a 9800GTX and a 9800GX2.
The 9800 GTX mentioned earlier is a single GPU card, with a memory bandwidth of around 70 GB/s. The 9800GX2 is a dual GPU, comprising two 9800 GPUs' (I'm pretty sure), making it's bandwidth around 128 GB/s. By comparison, the newer GTX 250s have a memory bandwidth of around 70 GB/s, or roughly that of a 9800 GTX, the latter being older techology though.
For me, I'd go with a GTS 250 on the Nvidia side, or if ATI, a 4870, maybe a 4890 (if streching a little), but the ATI would be best bang for buck, as the 4870 is around $200, and has a memory bandwidth of around 115 GB/s, which is sweet, considering the other options.
However, both Nvidia and ATI are releasing their new lines, the 56** and 57** and 58** series, and the GT300 series on Nvidia, which would see newer, better tech. But that means waiting, so go with what you think is best.

Anytime to be of service!
One thing that might prove useful for graphics cards comparisons is the chart that I used for the info, as it has a rough guide to the specs of both ATI and Nividia cards (mainly stock cards, not incl. OC'ing). but still useful to compare.
