Unable to start Sec.Center and Firewall

Hi,
After removing a virus (Security Shield) from my Windows Vista Basic laptop , the security center and firewall were unable to start. The win. firewall and the Base Filtering Engine was found deleted from the local services. After reinstalled both back onto the registry ( They are both visible in the local services and on Automatic ), I still couldn't start security centre and windows firewall.
Hope you guys can help me sort out this problem. Any input would be very much appreciated.

Hi,
Do you get an error message when trying to Security Center or does it just fail to open?

It just says " security center can't be started"
I checked the local services and discovered the security center is also missing.
The firewall still would not start. Appreciate any help to get security center restalled.
